This was due to lack of a prim strategy ab-initio. The construction costs rose to 115 million pounds i.e. 86% a figure steering above the budget. Value engineer was called upon to assess these figures and came up with a decrease of 25% which was adopted. This was explained towards construction delays and design process. The pr oject was carried out towards achieving the quality of the finished work hence details of the design had to be altered. The materials so chosen for the construction took a better part of the whole cost estimates. This was in light of achieving the quality intended.
